DOVER, Ohio — The Tuscarawas County Democratic Central Committee has appointed two Dover residents to fill vacant treasurer posts, naming Rachel Rothacher as Dover city treasurer and James Matthew Judy as Tuscarawas County treasurer, according to a community announcement reported by The Times-Reporter.
Rothacher fills the Dover vacancy created by the resignation of Susan Solvey, The Times-Reporter reported. Judy takes the county post following the retirement of Jeff Mamarella. Both appointments were announced by Martha Campbell, chair of the Tuscarawas County Democratic Central Committee, in the announcement cited by The Times-Reporter.
Rothacher will serve as Dover city treasurer through Dec. 31, 2027, according to the announcement reported by The Times-Reporter. The balance of the term, which ends Dec. 31, 2029, will be placed on the November 2027 ballot, giving Dover voters the chance to choose who serves the remainder of the term.
"Rachel is well qualified for the office of city treasurer as she brings a wealth of experience in the field of public finance," Campbell said in the announcement reported by The Times-Reporter. Campbell noted that Rothacher currently serves as assistant treasurer for the Dover City School District, where she routinely processes payroll, insurance and retirement benefits, quarterly reports and reconciliations — duties Campbell said give her the experience to perform the city treasurer’s work successfully.
Rothacher graduated summa cum laude from Kent State University in 2008, The Times-Reporter reported. Her earlier work includes serving as an administrative assistant at the Tuscarawas County Public Library, marketing administrator for the Village of Sugarcreek, administrative director of the Stark, Tuscarawas and Wayne Recycling District, and senior budget analyst with the Ohio EPA. She is also a graduate of Leadership Tuscarawas and has volunteered at the Tuscarawas Valley Farmers Market, according to The Times-Reporter.
Judy will serve as county treasurer through Aug. 31, 2029, according to the announcement reported by The Times-Reporter. A graduate of The Ohio State University, he has worked for the Ohio Auditor’s office as a state examiner conducting audits and evaluations of public entities, served as Tuscarawas County auditor from 1999 through 2010, and previously worked as a fiscal officer with the Ohio Department of Transportation and as treasurer for the Conotton Valley School District.
Judy said he understands the importance of safeguarding the county’s funds and looks forward to serving Tuscarawas County and continuing the fiscal and effective management established by Mamarella, The Times-Reporter reported. The two appointments put experienced public-finance hands in both the city and county treasurer’s offices as Dover and Tuscarawas County head toward the end of the year and the November 2027 election that will decide the balance of the Dover term.
