Toledo, OH — Facing a multimillion-dollar budget deficit and shifting enrollment patterns, Toledo Public Schools (TPS) is considering wide-ranging changes that could reshape the city’s largest school district. Superintendent Dr. Romules Durant outlined several proposals Monday evening during a public board meeting, including potential staff layoffs, program consolidations, and adjustments to school options for families.

“These are not decisions we take lightly,” Durant said. “Our goal is to maintain high-quality learning environments while responsibly addressing financial realities that affect every part of the district.”

According to TPS officials, the proposals are driven by a combination of declining student enrollment, rising operational costs, and reductions in state funding. The district currently serves about 21,000 students — a drop of nearly 10% compared with five years ago. Durant said this decline has created “an unsustainable imbalance” between staffing levels and classroom needs.

Proposed Changes on the Table

Among the measures under discussion are staff reductions across nonclassroom positions, restructuring of administrative departments, and potential closure or consolidation of several under-enrolled schools. Although specific schools were not confirmed, Durant said the district would prioritize minimizing disruption to students and maintaining access to core academic programs.

Some specialized programs — including magnet schools and career-technical education sites — could see changes as well. Durant emphasized that TPS remains committed to its popular STEMM academies, but acknowledged that “some adjustments to capacity and transportation options” may be necessary.

TPS leaders are also exploring a revised open-enrollment plan that would give parents greater flexibility to choose schools within the district. Under the proposed model, families could apply to attend schools outside their immediate neighborhood zone, a move Superintendent Durant said could “better align student interest with available space.”

Parents Seek Clarity

Parents attending the meeting expressed mixed reactions. Some applauded the superintendent’s transparency while others voiced concerns about uncertainty heading into the next school year.

Melissa Grant, a mother of two elementary students, said she appreciated the communication but worried about stability. “I just want to know if my kids will be in the same school next fall,” she said. “It’s hard to plan when everything is up in the air.”

TPS Board President Bob Vasquez said community input will play a major role in shaping the final plan. “We need to be both fiscally responsible and compassionate,” Vasquez said. “Our decisions must reflect what’s best for students, staff, and families.”

Next Steps

District officials plan to hold a series of public forums over the next month to gather feedback before finalizing any decisions in early 2026. A formal vote by the TPS Board of Education is expected in late February.

Durant urged patience and collaboration throughout the process, calling it “a moment for unity, not division.”

“Our commitment to Toledo’s children remains unchanged,” he said. “We will navigate these challenges together — with transparency, accountability, and the shared goal of ensuring every student succeeds.”
