Delaware City Council voted 4-2 on Monday, Oct. 26, to approve a development plan for 252 new apartments on the city’s southwest side, clearing the way for the Flats at Boulder Park, part of the larger Donovan Farms plan, according to The Columbus Dispatch. The 19-acre site sits close to a YMCA branch on South Houk Road.

The Dispatch reported that council members Linsey Griffith, Matthew McClellan, Carolyn Kay Riggle and Catlin Frazier supported the measure, while Adam Haynes and Kyle Bogan voted against it. The approval follows a 7-0 recommendation from the city’s planning commission on Oct. 7, and city staff also recommended approval, The Columbus Dispatch reported.

Under the plan reported by The Columbus Dispatch, developer T&R Properties will build seven buildings with 36 units each. Half of the apartments will be one-bedroom units and the other half will be two-bedroom units, and each building will stand three stories tall.

Access to the development will come from a new east-west road planned to be called Ridgerock Drive, according to The Columbus Dispatch. The project will also include a clubhouse, a pool, a community garden and garages for residents.

“We’re excited for this project and are excited to be good partners with the city,” R. J. Sabatino, the director of operations at T&R Properties, told The Columbus Dispatch.

Staff recommendations attached conditions to the approval, The Columbus Dispatch reported, including obtaining final approvals from engineering, building an eight-foot multi-use path connecting the Donovan Farms development and South Houk Road, and keeping the parking lot in good condition.

The new homes add housing in one of Central Ohio’s fastest-growing counties, where Delaware and the surrounding communities have continued to add residents and new neighborhoods. The Flats at Boulder Park will place more than 250 households within reach of the YMCA on South Houk Road and the growing Donovan Farms area.

With council approval in hand, the project moves next to the remaining engineering and final approval steps required under the conditions council adopted. No construction timeline or opening date for the first buildings was included in the plan details reported by The Columbus Dispatch.
