Frost Advisory for Franklin County until 9:00 AM ET — see the details
Mon. Oct 19th, 2026

The giant, now-closed riverfront chemical plant in Addyston has a buyer, village officials confirmed this week, raising hopes for the cleanup and reuse of one of the Ohio River community’s most prominent industrial sites.

Mayor Mear called the news “fantastic” at the village’s Oct. 5 meeting, telling council she had just met with CERTA — the Capital Environmental Risk Transfer Alliance — to discuss the purchase of the former Ineos plant. The price, timeline and other details of the transaction were not immediately available, and neither CERTA nor Ineos immediately responded to requests for comment.

The plant stopped producing its primary product line in 2025 and a second chemical product earlier this year, with all production ending in April. Ineos said it remains focused on the safe and responsible decommissioning of the site, with personnel on hand supporting decommissioning work and round-the-clock security.

CERTA, formed in 2016, specializes in buying property with environmental issues and returning it to productive use. Its Ohio track record includes the former Dayton Daily News office and plant on 57 acres in Franklin in 2018, a former General Motors plant on 82 acres in Vandalia in 2017, the Rohm & Haas chemical site on 32 acres in Reading in 2016, and the former Enquirer’s downtown building — a Hilton-affiliated hotel since 2015.

Mayor Mear said CERTA was one of 15 prospective buyers that walked through the Ineos site before the deal came together. For a small river community that has watched the plant wind down over the past two years, the sale offers the clearest path yet toward redevelopment and new jobs on the riverfront.
