Toledo officials acknowledged Monday that the city failed to adequately publicize the bidding opportunity for the Swayne Field plaza pop-up market, conceding an outreach failure after the process drew just one bidder.

The thin response prompted pointed questions from city council members and local farmers, who pressed the administration on whether the opportunity was fairly communicated to the vendors and growers it was meant to attract.

Swayne Field, the former baseball stadium site in Toledo, has been a focal point of redevelopment efforts, and the pop-up market was envisioned as a way to bring activity and foot traffic to the grounds.

City officials did not immediately say whether the project will be rebid or move forward. The acknowledgement is expected to fuel further discussion at City Hall about transparency in the city’s contracting process.

The episode has left local vendors questioning how the city advertises its contracting opportunities, and whether future projects will reach a wider pool of bidders.
